Objectives

Check, that the index is no longer not fetched, if deduplication is disabled in the harvestjob.
Note that it seems, that the Deduplicator still tries to initialize the default index, even with the "enabled" attribute set to "false".

If more regular review needed, make additional review for FR 1641 in crucible.

The harvest-template should be modified where the job is created rather than in the HarvestController. The modification should delete the Deduplicator element in the order.xml instead of just setting the "enabled" attribute in the Deduplicator Element to false.	Minor	OK
