On kb-test-way-001 stop tomcat: 

bash stop.sh

Edit tomcat/webapps/ROOT/WEB-INF/CDXCollection.xml to use NetarchiveCacheResourceStore instead of NetarchiveResourceStore. Start the Tomcat again: 

bash start.sh

Check that you can still browse in the material.
